Provisional President expresses unwillingness to issue decree declaring majority of National Assembly a quorum, on grounds of unconstitutionality, contravention of Wilson plan, and existence of bicameral legislature which relieves him of his legislative power. He prefers that solution of crisis shall come from Washington. Respectfully suggest that Department name date on which it will recognize Jiménez as President, turning over funds to him. Consider any further delay conducive to disorders.
