Sir: The Department of State has been reliably informed that the smuggling of arms and ammunition between Haiti and Santo Domingo continues unchecked. It is more than probable that this traffic in contraband takes place with the knowledge of the Zamor Brothers, who are assisting Desiderio Arias with war-like supplies in his resistance to the Government at Santo Domingo City.

It is reported to the Department that 30,000 rounds of ammunition were located at Rochambeau village, on the Haitian border, on September 15, awaiting final arrangements between Charles Zamor and Arias.

On account of the control by Desiderio Arias of the Province of Monte Cristi the majority of the contraband passes into this province either by sea or through the land port of Dajabon.

The U. S. S. Machias has received orders to seize arms and ammunition intended for any parties within the Dominican Republic and to give support to Receivership guards at points on the coast, when needed.

In view of the situation herein described, you are instructed to bring this matter to the attention of the Haitian Government and say that the Government of the United States desires Haiti to take effective means for the termination of this traffic.

You will report fully to the Department your action and the result of your investigations.
