The Dominican Government will issue today decree for elections as follows: for members of Electoral College, June 7 and 8; Electoral [Page 232] College to meet for work of electing President, Vice President, Deputies and Senators, June 15. Newly elected Congress to assemble June 25. Inauguration of the President, July 1, which is the date of the expiration of Caceres term. This proclamation if complied with will preserve constitutional government unbroken. I am assured by the Government that this program meets constitutional requirements. Instruct if interrupted plans for observation shall proceed.
