Santo Domingo, May 21, 1914.
Sir: I have the honor to enclose you herewith the original note of May 15th, sent to this Legation as the final expression of the Dominican Government concerning the appointment of the financial controller for the Dominican Republic.4
I desire to call the Department’s attention to the fact that I began work for this reform the first of this year, and I have steadily labored to convince the Dominican Government that such an official was necessary to establish stability and solvency in this country’s financial affairs.
The Dominican officials have had to overcome a strong prejudice against the introduction of the proposed innovation. I believe, however, now that the step has been taken, there will be cheerful acquiescence to the financial expert’s authority.
It was with no small difficulty that the Dominican Government was induced to abandon the idea that they only needed a financial expert when a loan was negotiated for the Dominican Government to meet all its obligations.
