Mr. Secretary:

I again refer to the subject of my note of the 14th instant to the Department and have the honor to acknowledge receipt of the Hon. Mr. Lansing’s courteous note dated the 16th, informing me that the Government of the United States recognizes the blockade of Puerto Plata and refrains from doing so in the case of Monte Christi until it hears that that blockade is effective.

I have fresh instructions in this respect pursuant to which I have the honor to inform you that my Government has decided for the present to confine the blockade to the port of Puerto Plata thus leaving that of Monte Christi open to commerce.

I avail myself of this opportunity to express to the Department the thanks of the Dominican Republic for the attitude maintained by the Government of the United States.
