In considering solution of financial problem can you loan money against alcohol and tobacco taxes on condition that said taxes shall be collected by Receivership? With the right to collect this tax General Receiver’s hands would be strengthened to the extent that he could aid materially in maintaining law and order by practically policing the country. Vick and I agree that this advantage would be most important in the work of establishing orderly government.
