Have persuaded President Bordas to make last appeal to Arias. Petrel sails tonight with Bordas and Lovaton. I believe surpassing effrontery and egotism of Arias makes agreement out of the question. Bordas will not permit Horacio Vasquez to return under tense circumstances fearing further revolutionary activities on his part. Claimed country must be handled firmly else anarchy will follow. Provisional Government can subdue sanguinary element if you give it means.
