Your October 3. I called upon the President this afternoon to discuss the Amnesty Bill. He said he was pleased to receive my note giving the view of the Government of the United States as it helped him to prove to the leaders of the House and Senate that the bill was bad legislation. He assured me that he would veto it on the ground of unconstitutionality and because of the bad effect upon Cuba’s reputation.
