Your October 1. Informally discuss with the President of Cuba the proposed Amnesty Bill, and, should he seem inclined to approve the act, point out to him the view of this Government that if the act should become law it would create an unfortunate impression that crimes against person and reputation are allowed to go without adequate punishment in Cuba. Make clear to the President that [Page 188] the above suggestion arises from the friendly interest taken by the Government of the United States in matters affecting Cuba’s standing before the world.
