Sir: I have the honor to acknowledge the receipt of your note of the 1st instant regarding the desire of your Government that the American diplomatic and consular representatives in Costa Rica use their good offices, with the consent of the Costa Rican Government/in behalf of the Chinese residents in that country in case of need, and to inform you in reply that appropriate instructions have been sent by telegraph to the American Minister at San Jose to meet the wishes of your Government.
