Sir: I have the honor to acknowledge the receipt of your note of the 4th instant, in which you are good enough to inform me that appropriate instructions have been sent by telegraph to the American Minister at San Jose for the diplomatic and consular representatives to use their good offices, with the consent of the Costa Rican Government, in behalf of the Chinese residents in that country in case of need.
I beg to express to you the sincere thanks of my Government for your kind compliance with its request.
