Your telegram of August 25. The Chinese Government requests the United States to exercise its good offices in behalf of Chinese in Costa Rica. You will inquire of the Costa Rican Government whether this will be agreeable and if so in case of need you will use your good offices in behalf of Chinese residents and instruct American consuls to do the same.
