Sir: The Department of State acknowledges the receipt of your note of October 16, 1914, in which you state that the Nicaraguan Government will not undertake to obtain from the Nicaraguan Congress ratification of the proposed agreement with Messrs. Brown Brothers & Company and Seligman & Company, postponing for four months the payment of interest on the debt which the Government of Nicaragua owes to these bankers.
The Department of State views with sympathy the efforts which the Nicaraguan Government is making to arrange a difficult financial situation and will be pleased to receive any further information that you desire to place before it.
