My Dear Mr. Minister: With reference to the Department’s note to you of October 14, 1914, in which reference was made to a cable addressed to you by the Minister of Foreign Affairs of Nicaragua, requesting a loan of $50,000, I have the honor to inform you that a reply has been received from Brown Brothers & Company and Seligman & Company, in which they express their regret at not being able to comply with the request for this additional loan.
