Sir: Relative to the Department’s desire to secure a frank and full statement covering every phase of the Nicaraguan financial situation as expressed in its telegram of August 17, 1913, and reiterated January 17, 1914, I have the honor to transmit herewith the information⁵ which I have at length been able to obtain from the President.

In view of the chaotic management of the Government’s accounts and the deplorable and almost incomprehensible state of its finances, it can hardly be hoped that the figures here copied are very accurate.
