Sir: Referring to my despatch No. 48 of February 8 last, I regret to have to say that the Nicaraguan Government shows itself reluctant to divulge additional explanatory information. In view of its unwillingness and the difficulties encountered in persuading it to furnish the statements enclosed with the above-mentioned despatch, I deem it unwise to insist at this time on a supplementary explanation of the enclosures thereto.
