Exert every possible influence to prevent hostile action against Chinese or any other foreigners. Ask Carranza to furnish necessary force to restrain mob. Give asylum to any foreigners whose lives are in danger. If necessary conduct them to American side and hold them and care for them until you receive further instructions.
