The German Legation at Mexico reports under October 28th:
The German Vice Consul at Guanajuato is proprietor of a
valuable estate [“hacienda “] named Santiago in the State of
Zacatecas, County [“Partido.”] of Villanueva. After seizure
of this estate by the Mexicon Constitutionalists the
restitution was reclaimed without any result. By order of
Francisco Villa the estate has now been confiscated
according to the enclosed order. The restitution has been
reclaimed at Mexico again on October 23rd.

Col. Miguel Hernandez, in a telephone message to-day tells me:
General Francisco Villa orders me: Inform the ranches
“Encarnacion,” “Tayanua,” “Salto,” “Santiago “and any
others along that route which are confiscated, that from
this moment they are absolutely prohibited from taking
away corn, stock, or anything, even though they may have
an order of the Department of Agriculture, until a new
order has been given. Please convey as quickly as
possible this order to the managers of these properties.
This I communicate to you for your information and due
performance.
