Department informed that German Vice Consul at Guanajuato is proprietor of Hacienda Santiago in Villanueva, Zacatecas, and that this property has been seized by R. S. Garay, Jefe de Armas, who claims to be acting under orders from General Villa.

At request of German Embassy this capital, please bring to attention of General Villa and use your best efforts to have this property restored to rightful owner.
