The German Chargé d’Affaires to the Secretary of State.

[Translation.]

Mr. Secretary of State: A telegraphic report from the Imperial Consulate at Guadalajara, which did not reach Berlin until the end of July, says that when the Constitutionalist forces took that city on the 8th of last month they respected the interests of German residents.

I am instructed to express to the Government of the United States the Imperial Government’s thanks for the friendly readiness with which the threatened German interests were again looked after in this case in a specially effective manner.

In having the honor thus to comply with the aforesaid instructions, I have reference to your excellency’s obliging note verbale of June 20th last on the subject.153
