memorandum.
Referring to the Imperial German Embassy’s memorandum of the 1st instant, seeking the good offices of the Government of the United States to the end that proper protection may be accorded to the lives and property of German subjects in the vicinity of Guadalajara, Mexico, the Department of State has the honor to inform the Imperial German Embassy that, in compliance with the request of the Department of State made to the Secretary of the Navy that Admiral Howard be instructed to lend his good offices looking to the protection of German subjects along the west coast of Mexico, the Secretary of the Navy, on June 1 last, sent telegraphic instructions in the above sense to the Commander-in-Chief of the Atlantic [Pacific] Fleet, with special reference to the expected attack upon Guadalajara by Constitutionalists.
