The Secretary of State to Special Agent Carothers.

The German Ambassador informed this Department that his Government would be especially grateful if through its good offices this Government could secure ample protection for the lives and properties of German subjects during the approaching struggle about Guadalajara.

Represent to Carranza that the keenest interest is apparent among the diplomatic representatives of foreign Governments regarding the manner in which the Constitutionalists will be able to protect foreign [Page 889] interests and administer justice during and after the attack on Guadalajara.

It is hoped that General Carranza will give orders to the end that the lives and properties of all foreigners shall receive special protection and consideration.
