The German Embassy to the Department of State.
[Memorandum—Translation.]
German subjects at Guadalajara, Mexico, who expect that city to be captured by the Constitutionalists, have applied to the Imperial Government for assistance in saving their lives and property.
The Imperial Government would be especially obliged to the Government of the United States if through the latter’s good offices such protection could be granted.
