My Dear Mr. Ambassador: I enclose, for your information, a paraphrase of a telegram dated April 15, 1 p.m. from the American Consul at Chihuahua, regarding the procedure in the matter of making representations to the Constitutionalists in the case of the German subject Radke.
In this connection, I beg to invite your attention to a note the Department is to-day addressing you on the subject of representations to General Venustiano Carranza in behalf of the nationals of all foreign governments.152
