Mr. Secretary of State: H. M. S. Nürnberg has been ordered from the West Coast of Mexico to Panama for the purpose of exchanging its personnel. By direction of the Imperial Government, I have the honor to request your kind intervention that the Government of the United States may direct the American naval vessels to assume the protection of German interests on the Mexican west coast during the absence of H. M. S. Nürnberg.
