Department’s April 14, 5 p.m. Constitutionalist Secretary Foreign Affairs Fabela has replied verbally that consistently with principles already enunciated his government can not accept our mediation in Radke’s case because of the fact that there is at Chihuahua German Consular Officer through whom such representations should be made to Carranza. He calls attention in this connection to notes already sent to the Department through Carothers and Simpich.¹⁵¹ Fabela states, however, that he accepts the information and will act upon it as in any case brought to attention by private parties.
