Upon request of diplomatic representative of Germany you will bring to attention of Carranza reported kidnapping by Constitutionalist forces near Guaymas, Sonora, of German subject named [Page 887] Radke and informally request that he be liberated and allowed to return to his lawful occupation. You will add that German representative further requests this Government to ask that Constitutionalist forces give adequate protection to German subjects within their jurisdiction.
