849. The German Minister informs me that a German subject named Radke has been kidnapped by rebel forces near Guaymas, Sonora, and requests me to bring the matter to your attention and to request you to make representations to the rebel authorities to the end that Radke be liberated immediately and permitted to follow his lawful occupation. He further asked me to request President to impress upon the rebel authorities in question that German subjects within their jurisdiction must be treated with the same respect and consideration as are other foreigners and be allowed to follow their lawful occupations.
