Embassy, Mexico City, telegraphs as follows:
German subjects, according to German Minister, have suffered in Territory of Tepic from depredations by Constitutionalists. German Minister states Constitutionalists have said that they are in connection with Carranza; that he has given orders that property of Americans should be respected because of the nonrecognition by the United States of the Huerta Government, but that the property of other nations is to be treated without respect.
Bring foregoing to attention of proper Constitutionalist authorities with earnest recommendation that they take immediate steps to remedy this situation.
