Department’s January 31,7 p, m. Carranza claims German Minister’s charges are absurd as no such orders were ever issued. Orders have been issued to respect life and property of all foreigners, all nationalities included. Some foreigners have mixed in politics and these may have suffered some inconvenience but none are molested who remain neutral. He has asked for information and will advise as soon as received.
