The German Minister complains that a great many German subjects, resident in the territory of Tepic, have suffered a great many depredations from the rebels and that the rebels have stated that they are in connection with Carranza and that he has given orders that as the United States has not recognized Huerta, the property of Americans is to be spared and those of all other nations to be treated without respect. I have informed the German Minister that I would bring this matter to your earnest attention, to the end that Carranza be informed of this state of affairs.
