Dear Mr. Counselor: I have received from the Boleo Company a telegram stating that serious troubles have apparently begun once more at Santa Rosalia, the Mexican garrison having, it is reported, revolted and the life of the employees of the company being threatened.

If it were possible for the American Government to ascertain how the matter stands and to supply such protection as may be needed, I should be very much obliged. The same has been done before and my Government has highly appreciated the usefulness of your intervention. I hope it will be possible to act again as was previously done.
