Decree concerning clergy.

Office of the Secretary of the Constitutionalist Government of the Free and Sovereign State of Veracruz.

In order to explain the resolution made by the Governor and Military Commander of the State, General Candido Aguilar, relative to the clergy, I hereby make known that he has ordered the definite expulsion of the foreign clergymen, permitting the nationals to exercise their functions, in the following proportions.

In towns: of 500 to 10,000 inhabitants, one priest; of 10,000 to 30,000 inhabitants, two priests; from 30,000 upwards, up to four priests as a maximum.
