The Acting Secretary of State to the French Ambassador.
Washington, October 19, 1914.
My Dear Mr. Ambassador: I beg to acknowledge the receipt of your note of October 17th, in which you state that you have received a telegram from the Boleo Company, reporting that the Mexican [Page 883] garrison at Santa Rosalia, Mexico, had revolted and that the lives of the employees of the Boleo Company were being threatened.
In reply I am glad to inform you that the Boleo Company reported this information to Admiral Howard on October 7th, at which time the U.S.S. Albany was stationed at Santa Rosalia, On October 14th Admiral Howard telegraphed to the Navy Department that the U. S. S. West Virginia was at Santa Rosalia and that quiet prevailed there.
The Admiral added in his telegram that the commanding officers on the west coast of Mexico had been instructed to give all practicable protection to foreigners at every port.
