Department’s February 23, 1 p.m. General Villa declines to deliver body of Benton but states that he will permit his widow or relatives to visit the cemetery in company with any representative who may be designated by our Government and that for their benefit he will order exhumation of body which will then be reinterred in the same place where it now lies.
