Your February 24. We are very much gratified to receive your assurance that widow or relatives will be permitted to visit cemetery [Page 851] in company with representative designated by this Government and that exhumation of body will be permitted. We suppose the cemetery is at Juarez.
Please ask Villa to permit two American representatives and two British subjects to accompany widow or relatives and urge that after proper examination body be delivered to widow. Request that orders be given so examination may be held with least possible delay. Telegraph reply.
