7. Minister of State requests me to inform you of contents of telegram received last night from Spanish Minister, Mexico City, Bouquet:
Notwithstanding absolute guaranties repeatedly given by the chief of the Zapata forces, various Spaniards have been assassinated, many houses sacked and frequent robberies in the streets, there being a total absence of energetic action on part of authorities which change from day to day. For the moment there are no persons to whom to apply for protection.
