Mr. Secretary: I have received telegraphic instructions from my Government to call to your excellency’s attention the situation prevailing in the capital of Mexico where, in spite of the guaranties offered by the Chief of the Zapatista forces, several Spaniards have been murdered and houses owned by our people have been plundered and sequestered while our diplomatic representative does not even know of any one to apply to for due redress and discontinuance of such acts.
