Sir: I have the honor to enclose herewith a copy of a note, dated October 9th, from the Spanish Embassy at this capital, in which it is stated that the military garrison at Acapulco, Mexico, is in a state of insurrection, and is making attacks upon the Spanish residents at that place. The Embassy requests that an American warship be despatched to Acapulco for the purpose of affording protection to the lives and properties of Spanish subjects.
I have the honor to suggest, therefore, that a United States naval vessel be sent to Acapulco, for the purpose of observing and reporting on conditions there, and to afford such protection to Spanish subjects and other foreigners as the circumstances may justify.
