Washington, October 15, 1914.
Sir: In reference to your letter of October 10th [and October 12th], which enclosed for the information of this Department a copy of a note received by the Department of State from the Spanish Embassy at this Capital with reference to conditions at Mazatlan [and Acapulco] I have the honor to inform you that this Department is in receipt of the following despatch from the Commander in Chief of the Pacific Fleet:
Replying Department’s radio, noon Tuesday, conditions in Mazatlan quiet. Trouble mainly in commercial cases, banks, and mining companies. Acapulco has no one in charge, every day a different man. Yorktown is doing everything practicable to protect life and property. Conditions La Paz quiet. Santa Rosalia quiet but very unsettled. Conditions will improve when troops are withdrawn. All commanding officers instructed to give all practicable protection to foreigners, every port. Signed. Howard.
