The Acting Secretary of State to the Secretary of the Navy.

Sir: I have the honor to enclose for your information a copy of a note which has just been received by this Department from the Spanish Embassy at this capital, with reference to conditions at Mazatlan, Mexico. It appears, from the note of the Spanish Ambassador, [Page 828] that the Spanish Consular Agent at Mazatlan has been arrested and that Spanish subjects there are being subjected to fresh acts of injustice at the hands of the Constitutionalist forces.

I beg to request that you send a telegram to the Commander of the fleet on the west coast of Mexico, instructing him to send a naval vessel to Mazatlan, with order to investigate and report on conditions there and to render such assistance to Spanish subjects and other foreigners as the circumstances may justify.
