The Spanish Ambassador to the Secretary of State.

Mr. Secretary: I appeal to the kind services of your excellency for the purpose of entreating that you will be good enough to give the necessary orders, with all the despatch which the case requires, for a United States warship to be sent to Mazatlan, if possible, for the protection of Spanish subjects resident at that place.

I am informed by telegraphic despatches just received, that these people are being subjected to fresh acts of injustice at the hands of the Constitutionalist forces, who have also arrested the Spanish Consular Agent at that port.
