The Spanish Ambassador to the Secretary of State.
Washington, October 9, 1914.
Mr. Secretary: Since I had the honor of addressing to your excellency my note relative to the situation which threatens the Spanish colony at Mazatlan, I have received a cable despatch from the Spanish Minister in Mexico, laying before me the fact that the military garrison at Acapulco is at this time in a state of insurrection and is committing every kind of atrocity, their victims being the Spanish residents of that place.
I would be very grateful to your excellency for any orders that might be given to certain of the warships of the American fleet now stationed in those waters to take up the question of protection of the lives and property of Spanish residents so gravely menaced.
I have no doubt but that you will direct that every appropriate action be taken in this respect and repeating to your excellency my thanks,
