Department’s June 8. Spanish Vice Consul in the name of Spanish colony yesterday requested me to request State Department to take no further action on the question of enforced loans and stated that payments which have been made were voluntary and that Spaniards have made no complaint. Governor General Caballero has distributed circulars calling a meeting of Spanish colony at Governor’s palace for next Sunday morning.
