Spanish Ambassador reports receipt of information that Constitutionalists at Tampico continue to impose forced loans on Spaniards and have arrested Juan Isusi and Ramon Junco for refusing to pay. According to Ambassador’s advices authorities style these loans as voluntary contributions and this may explain why they have denied that such loans were being imposed.
Use your good offices with General Carranza to end that imposition these forced loans be abandoned and that Spaniards under arrest be released.
