Consul Miller to the Secretary of State.124

[Telegram—Extract.]

Department’s June 13, received yesterday and was shown to Spanish Vice Consul who informs me that the arrested men have been released and that they had only been detained a few hours, and he again requested that no further action be taken in matter. Further stated that in answer to circular of General Caballero calling meeting of Spanish Colony for Sunday morning, a commission waited on General Caballero who wished to know who had notified Spanish Ambassador about loans, Vice Consul accepted responsibility and commission was ordered to report again to-day, and that to-day commission was notified that Spaniards who wished to remain in Tampico should register as Mexican citizens, otherwise they should leave. Vice Consul has resigned and preparing to leave. Not yet known what action the six or seven hundred Spanish citizens will take.

Spanish Vice Consul states that representations of the Government of the United States have made matters worse, and that any representations may make still worse.
