The Spanish Ambassador to the Secretary of State.

My Dear Mr. Secretary: I beg to inform you that according to a telegram I have just received from the Spanish Consul at Veracruz, ‘dated June 12, the Constitutionalists of Tampico are continuing to impose enforced loans upon the Spaniards, and that upon the vouchers which they give as a receipt of the sums collected, it is stated that these are a voluntary contribution. Two Spanish subjects, Juan Isusi and Ramon Junco have been arrested for refusing to contribute.

I call your attention to this serious situation, in the hope that you will exert your influence with the Constitutionalists to obtain the suspension of the order imposing these enforced loans.
