Consul Miller to the Secretary of State.

Department’s June 8, relative request of Spanish Ambassador in regard reported forced loan of 500,000 pesos; following reply has been received from General Caballeros:

This Government has not imposed upon residing Spaniards payment forced loan of 500,000 pesos or any other loan and has not even exacted war contributions from them. It is therefore very strange 1 at said foreigners should complain of prejudices or damage which they have not sustained nor are threatened with, and it is also very strange that said subjects of a nation which has recognized the Huerta Government should solicit of the Department of State of your country seeking its good service in defence of what they pretend to make believe are Spanish interests. Steps are being taken to require Spanish residents in Tampico to state to this Government from what source or authority they have received impositions of forced loan of which complaint is made.
