Spanish Ambassador, this city, by direction of his Sovereign, has requested the Department to use its good offices to prevent Constitutionalists from enforcing loan of 500,000 pesos demanded of Spaniards at Tampico.
Bring to attention of Carranza, stating that this is done at request of Ambassador and urge that no discriminatory or confiscatory action be taken against Spaniards.
