Spanish Ambassador, this city, reports that Constitutionalists at Monterey are levying discriminatory taxes against Spaniards and making unfounded arrests for purpose of demanding ransom from Spaniards.

Bring to attention of Carranza and urge that no discriminatory or confiscatory action be taken against property of Spaniards and that they be not arrested without good cause.
